Householder Planning Application Submitted to Neath Port Talbot

Where is the scheme located?

We received word from a new client who was having some trouble validating their application with the Local Planning Authority. The development in question relates to a residential dwelling located in Tonna, a village based north of Neath in the Neath Valley.

What is the proposed development?

The proposal consists of a substantial new front garden wall and access to the residential dwelling. Due to the changes in topographical levels between the public highway and dwelling, a more complex design was required. This is to ensure that visitors can safely traverse the stairway with reasonable heights between each step along with retaining walls that are capable of upholding land levels. What are the material planning considerations?

As a householder planning application, the planning considerations are fairly straightforward. The scheme will likely be assessed on its visual impact upon the character of both the host dwelling and the street scene (local context). Given that the red brick wall is typical of a residential area it is unlikely that this will be a point of contention. The height of the wall is reasonable as it steps down towards the public highway and scales well relative to the host dwelling and other similar boundary features found within neighbouring properties. Residential amenity can cover several effects that development could have from noise or air pollution to overshadowing or privacy problems. Accounting for the nature of this scheme and its proximity to neighbouring liveable areas, it is not considered that there would be an adverse residential amenity impact.

What was the Final Planning Decision?

As with most planning decisions, this application was dealt with under delgated powers meaning that the planning officer assessed the planning application against the adopoted development plan and made a recommendation of approval to a senior officer. The proposed development was granted full householder planning permision and only one condition was attached to ensure the development was carried out in accordance with the approved plans. Therefore, no conditions are required to be discharged.

The Local Planning Authority validated the application 25th October 2019.

The public consultation started on 28th October 2019 and ends on 18 November 2019.

AlphaPD is managing the application and we will be in touch with the planning officer once the consultation period has ended.

The application was granted planning permission on 11th December 2019.
